The railway Energy Management Company Limited (REMCL) confirming in an announcement stated that they have issued a Request For Qualification (RFQ) For setting up 32.56 MW of rooftop solar system at different railway foundations and stations over the zonal railway in India.
9 December 2019 has been scheduled as the last date for the submission of the tender bids while 12 December 2019 is the bid opening day, as revealed by REMCL.
On behalf of the zonal railways, the bidding process which will be a single-stage two packet centralized process will be carried out by REMCL. This project will not include any subsidy or Viability Gap Funding (VGF) support from the Ministry of New and Renewable Energy (MNRE) or railways.
Under the Public-Private Partnership, this project will be indulged in both producing and supplying of power generated from the rooftop solar system.
Mainly, the scope of work incorporates the structure, designing, erection, establishment, testing and charging of the solar PV systems, with a period of 25 years operation and maintenance (O&M) of the solar system.
In respect of Earnest Money Deposits, the potential bidder needs to pay an amount of ₹ 1.2 million (~$16,891.2)
For the tender, the bidder can be a single organization or a group or organization, who can jointly work for the implementation of the solar project.
As of technical capacity is concerned, the bidder in the course of the last three financial years, ought to have paid or received payments of at least one solar PV grid-connected project of minimum 100 KW at a single location for at least 35% of the offered capacity.
Successful completion of a minimum one project of not less than 35% of the quoted capacity must have been done by the bidder if he has quoted for any project in the zonal railway with a capacity of 1MW.
