Chief minister Naveen Patnaik had launched Rooftop Solar Programme for individual consumers.
Prevoiusly the programme stated that if any individual consumer installs solar system on the rooftop of his or her house, he or she will get 30 per cent subsidy which as of now has been exceeded upto 40 per cent solar subsidy.
Now, for solar power generation on the roof of the houses, Ministry of New and Renewable Energy, Government of India is implementing Grid-connected Rooftop Solar Scheme (Phase-II). Under this scheme Ministry is providing 40% subsidy for the first 3 kW and 20% subsidy beyond 3 kW and upto 10 kW. This scheme is being implemented in Odisha by Tata Power Central Odisha Distribution Limited.
“Odisha is one of the first few states to prepare its climate change action plan. Harnessing renewable energy and utilising it productively in various spheres of the economy is a focus area of my government,” said the chief minister.
“Grid-connected rooftop solar systems are best options for adding renewable solar capacity through people’s participation. These decentralized systems also have the ability to strengthen the grid. It will reduce power losses and benefit the public,” he said.
The grid-connected rooftop programme is primarily meant for consumers of utility power. The consumers can install small solar units on their rooftops and consume the generated solar power during daytime. Excess power, if any, can be exported to the grid through their service cables.
The exported power is metered on a special type of meter called Net-Meter, which is provided by the respective power distribution companies. In this manner, the consumer can reduce his or her consumption of utility power by using their own solar power and simultaneously can get a reduced bill on account of export of solar power to the grid, said an official release.
The operational guidelines for the Phase-II of RTS(Rooftop Solar Scheme) says that CFA(Central Financial Assistance) is available for the installation of RTS in residential sector buildings and there is no CFA or other financial benefit for buildings in the other sectors. Further, there is no restriction in providing CFA for installation of RTS in Government residence.
Accordingly, it is clarified that subsidy for individual residential household under Phase— II of Grid Connected Rooftop Solar Programme will be available to all eligible households for installation of rooftop solar plant as per regulations of respective SERCs and provisions of programme implementation Guidelines, in the following manner:

It has been brought to the notice of the Ministry that some rooftop solar companies / vendors are setting up rooftop solar plants by claiming that they are authorized vendors by the Ministry. It is clarified that no vendor has been authorized by the Ministry. For the implementation of the scheme in Odisha TPCODL has the prime authorization. The TPCODL in Odisha have empaneled vendors through bidding process. It further concluded that the solar panels and other equipment to be installed by the TPCODL empaneled vendors in Odisha shall be as per the standard and specifications of the Ministry.
